When department staffing allows, The Scranton Police Comm-D program consists of Officers who patrol neighborhoods in Scranton which have been identified as low to moderate income areas. The Officers are funded through Community Block Grants from the federal government.

The Officers patrol these neighborhoods on foot or on a police bike. These Officers are not dispatched to take reactive calls and are considered to be "an addition to" and not used "in place of" the regular patrol units. The Officers take a proactive law enforcement approach within the beats they work to detect and deter criminal activity.

The Comm-D Program operates on the Community Policing Philosophy, where the Officers interact with the people who live in these neighborhoods in an effort to make them a better place to live by improving the overall quality of life. The Comm-D Officers work with neighborhood groups on many issues outside of the normal scope of the traditional police officer patrolling in a marked unit. The Comm-D Officers work with City Code Enforcement Officers and neighborhood groups taking care of blighted properties in the low to moderate income areas in which they work, in attempt to deter criminal activity by improving the appearance of these neighborhoods.

In addition to patrolling the neighborhoods and working along with the residents, Comm-D Officers are very interactive and involved with the Schools in their areas. Comm-D Officers put on classes for students in schools, mostly elementary students, teaching DARE and GREAT throughout the school year. The Comm-D Officers have a close working relationship with other law enforcement agencies, and they routinely get involved with these other agencies. Comm-D Officers along with the outside law enforcement agencies work together on saturation patrols, warrant roundups, and prostitution stings, within the low to moderate income areas they patrol, in an effort to proactively police the neighborhoods throughout the City and make it a safe and great
City to live.
