11 MS. EVANS: At this time I would
12 like to announce to everyone present the following
13 information, I have received a letter from both
14 Mr. DiBileo and Mr. McTiernan, expressing their
15 inability to attend today's meetings.
16 Mr. DiBileo is out of town on
17 business, and Mr. McTiernan is out of town on vacation,
18 and he certainly well deserves an enjoyable vacation;
19 however, just a few moments ago we received a call from
20 Councilman Pocius indicating that he would be unable to
21 attend today's meeting because he was called out to
22 business in Pike County.
23 As a result, Council does not have
24 a quorum, and this public meeting cannot be held today;
25 however, it is my intention that this meeting will be

01 rescheduled as soon as possible according to the rules
02 of advertisements, and I ask that all of you will come
03 back for that meeting and address this Council with
04 your concerns and your suggestions.
05 And I apologize to all of you, I
06 apologize to the viewing audience. This was simply
07 something beyond our control. I thank you very much
08 for coming today, and I look forward to seeing you very
09 soon.

01 citizen of Scranton. Fellow Scrantonians, I only have
02 one question on it, exactly when does this legislation
03 take effect? The present time or 1993?
04 MS. EVANS: I would -- do you mean
05 when we're instituting the legislation? That would
06 be --
07 MR. SBARAGLIA: You're modifying
08 something that happened in 1993, okay?
09 MS. EVANS: Right.
10 MR. SBARAGLIA: Well, when does
11 this actually take effect, when it's passed by the
12 Council?
13 MS. EVANS: Yes.
14 MR. SBARAGLIA: In other words, if
15 an institution had put a parking lot there three years
16 ago, there's no way in heck you're going to go back
17 after them.
18 MS. EVANS: I believe so.
19 MR. SBARAGLIA: Because this could
20 not apply to it.
21 MS. EVANS: Correct.
22 MR. SBARAGLIA: That's all. I
23 just wanted some clarification on when exactly it took
24 effect.
