The Scranton-Abingtons Planning Association (SAPA) is a group of 11 municipalties which will create a comprehensive plan together instead of separately. The PA legislature enabled this type of planning in
the year 2000, as a way to reduce suburban sprawl and to encourage revitalization of existing urban
areas. A comprehensive plan includes land use, land preservation, transportation, housing, and environmental protection elements.
The City of Scranton formally joined this planning group when City Council approved and signed a Resolution during their February 23, 2006 meeting. Don King, City Planner, is the Primary Representative for Scranton.

The eleven governments known as SAPA (Scranton Abington Planning Association), in order to comply with the laws of the Commonwealth of Pennsylvania, endeavor to create one comprehensive joint land use plan that will benefit all communities involved without diluting local control.

According to SAPA bylaws, the representation from each municipality is:
• One primary representative: an elected or appointed municipal official.
...This could include appointed staff or a planning commission or zoning
...hearing board member, etc., and
• One alternate representative: any person chosen by the municipality.
There are eleven municipalities in SAPA.

MEETINGS are the 4th Tuesday of every month.
July 25, 7 PM: West Abington Township.
Directions: If traveling North on Route 11, pass through downtown Clarks Summit. Then after about 3 miles, stay in the right lane. Turn RIGHT at the sign to Route 632, DALTON. Loop around to the RIGHT. Turn RIGHT
on Main Street. (Do not follow 632 East). Immediately go under Route 11, then there is IMMEDIATELY a fork
in the road, and you'll BEAR LEFT onto Bank St. Stay on this road for 1.5 miles, during which time it changes into West Abington Road. Turn LEFT onto Lower Mill City Road. The barn is the first building on your left.
Parking will likely be on the grass. There’ll be fans, but no air conditioning. If it’s too hot, or if there’s a bad rainstorm, the meeting place could be changed. If planning to attend, you might want to contact Denise at dnmrk74@aol.com, or 586-3843. Carpooling is highly recommended.
